packet forward

hi,
    I want to forward an ICMP packet(using netfilter hooks)that I
receive
 from ping.For this Iam following these steps:

       1.Change the destination IP of the packet in the IP header.

       2.Recalculate the checksum of the IP header and fill it.

       3.change the /proc/sys/net/ipv4/ip_forward to 1

 Are these steps complete and correct?Please correct me if Iam wrong.
