  This points to the fact that the kernel netlink socket creation failed.    
Could you check up if there are any more error/warning messages before this 
one?

  Put some printk's net/netlink/af_netlink.c:netlink_kernel_create() (which is 
called from rtnetlink_init() which gave you the message above) and try to see 
where it is failing
