kernel space in user space

Good morning

I would like to know how I can use kernel space system calls (like inb/outb) or macros (readb/writeb) in user space. Is it enough to just use iopl(3)?
I'm working with a Lite5200 PowerPC, using denx 2.4.25 kernel, and I need to write into several registers. But in "Linux Device Drivers", by Alessandro Rubini, it's said that iopl is intel specific, although in the man page it's said it's LINUX specific...

Could anyone give a helping hand here? Maybe an example program on user space iopl + inb/outb?
