it's a tiny bit outdated but I used the general instructions there to
build cross compilers for ppc, ppc64, s390, s390x, ia64 and x86-64.
(and I then use those to cross compil

Basically yes.
But there are readily built cross-compiler out there. And it is probybly
easier to find one which is usable on yopur $DISTRIBUTION.
