I think you have to install your module in /lib/modules//kernel-version//net/
or /lib/modules/`uname -r`/kernel/drivers/net. This can be done by using
install -m 644 driver.o /lib/modules/`uname -r`/net/
and you can add your 'insmod' command to
/etc/rc.d/rc.sysinit or /etc/rc.d/rc.local

Under debian you can put the module name into /etc/modules and it will be loaded on startup, on gentoo that's /etc/modules.autoload.d/kernel-2.4 or /etc/modules.autoload.d/kernel-2.6 depending on your kernel series, ... (RTFM of your distro.)
