I guess those should be submited at the end of the version cycle (that's, 5
minutes before releasing 2.4.23)
The problem seems to be that those patches can fiddle with other's people
patches (rejects), and although they're not difficult to fix they're annoying
for the developers and they don't like them.

So if something they should be merged the last thing before the
final release, IMHO.
