Hmm.
I've checked 2.4.18-3 from RH, stock 2.4.19 and 2.6.0-test1: none of that 
kernel-parameters.txt files knows anything about that 'noapic' value with the 
'pci' tag:

noapic		[SMP,APIC] Tells the kernel not to make use of any
			APIC that may be present on the system.
