mount -oloop complains "has wrong major or minor number"

Ok, this should probably be obvious, but I don't see what I'm missing:

2.5.68-rmk1+ kernel on XScale, mount version mount-2.10f

bash-2.04# mount -o loop,ro /root/testfile1 /mnt/tmp
mount: /dev/loop0 has wrong major or minor number
bash-2.04# ls -l /dev/loop0
brw-rw----   1 root     disk       7,   0 May  5  1998 /dev/loop0
bash-2.04# grep loop /proc/devices
  7 loop

Is this a kernel problem, or is my mount too old, or is there something else awry?
