Sounds like you are referring to the second kernel update from 
Red Hat for their 7.3 distribution. This was rev 2.4.18-17.7.x and 
was released under advisory RHSA-2002:206-13 on the Red Hat errata 
site. This download has been replaced by a later update under 
advisory RHSA-2003:172-23, which released rev 2.4.20-13.7. Notice 
that it's not a 2.4.18 kernel any more. That's an issue if you have 
separate kernel patches to apply. 

If you don't need any other changes to your 7.3 kernel, you can 
download the corresponding updated binary kernel packages from the 
"Red Hat Linux 7.3" link on their web page at 
https://rhn.redhat.com/errata/RHSA-2003-172.html 
(or from an appropriate mirror site). 

If you know exactly what file you are looking for, then Google will
find it quickly. For the other 99% of the time, the place to start 
searching for Red Hat updates is:
http://www.redhat.com/apps/support/errata/
