how to always broadcast packets from Kernel? (please help)

Hi All,

I am a student working on simulation of MANET on wired
LAN on Kernel 2.4.18 from RHL 8.0. 

Right now I am looking for some help to broadcast
packets from Kernel. I want my kernel to broadcasts
packets all the time when it sends a packet and than I
can start working towards my goal for MANET. But I
donot know how I can enable my Kernel and TCP/IP stack
to broadcast packets.

So if you can help me in this regards and than this
will be really great help from your side.
