masking interrupts from devices permanently?

Is it possible to disable interrupts from a specific device permanently from 
user-land? And if not, how do I go about masking interrupts from a specific 
device from within the kernel? I'm trying to find out if certain devices are 
generating too many interrupts and are interfering with the performance of 
usb.
