It varies according to your primary boot loader.  The regular default
loader (the one that's installed when you buy a hard disk -- who wrote it?
Microsoft?  IBM?  Phoenix?), uses the bootable flag to choose which
partition's boot sector to load.  LILO ignores the bootable flag entirely.
Grub and others I don't know about.
