The problem isnt user-space. The problem is that "zombie" modules (may)
have left the kernel data structures in an inconsistent state. There is no
way to clean up this mess unless you decide to keep track of all the
memory allocations, mem free()s, pointer allocations etc. that happen
within the kernel. And that itself IMHO it a *huge* task!
