shutdown(8) ought to describe what happens on your distribution. What
happens is very distribution specific.

The shutdown(8) manpage ought to describe where you can do that. Many
distributions automatically save the /dev/random state to a file on the
hard drive, you can look for that in your /etc/* directory (grep -r will
be your friend) and place your /proc file storage nearby.
