Optimizing for the common case makes an awful lot of sense.

In environments where computers are rebooted daily or more often, boot
time adds up quickly. (1000 PCs per organization, 250 working days each
year, taking three minutes to boot == 750,000 lost minutes each year! If
every employee is earning $5/hr, this is $62,500 lost dollars per year.
Application startup time isn't as bad, but is an easier problem to
solve, such as pre-loading the required DLLs/shared libraries and
putting some thought into defragging the filesystem to minimize seeks
when loading applications.)
