An elevator (known as a 'lift' in other parts of the English speaking
world) carries passengers from one floor to another in larger buildings.
Elavators usually handle all the passengers going up before handling
passengers going down -- this reduces the amount of time people spend in
the elevator.

The same thing can be done with block devices -- the driver can order
reads and writes to keep the disk head moving in the same direction for
as long as possible before turning around and going the other direction.

They tend to provide significant performance improvements. They are also
not limited to device drivers, though that is the easiest for me to
explain..
