It would actually help you a *lot* if you got your provider to fix his
network setup. You don't have:

- a secondary DNS server on a separate subnet
- any MX record for the seg.inf.cu or inf.cu domain
- therefore no backup mail hosts for seg.inf.cu or inf.cu

The internet has no problems working with bad lines, but you do have to
provide enough backup hosts.
