The package in Debian-2.2 (aka "potato") actually works fine with 2.2 kernels. I've used it to get a better serial interrupt latency on an old 486 used as internet gateway. Maybe Debian applied some patches to let it work with 2.2 kernels, and they might even have patches for 2.4 kernels.
