I know thinking about the implementation is jumping the gun, but the
compressed disk/swap cache concept seems likes a good way of approaching
this.  I believe the time has come has come to throw more CPU cycles at
getting VM "right".

Sane streaming IO would be a good start! i.e. sensible VM/cache usage
for apps displaying a sequential access pattern... xmms, e2fsck etc.
