Please note, sending the same mail to the list 3 times is unlikely
to get you a response any quicker. 

The reason no-one has responded is probably because no-one knows
an implementation other than FreeS/Wan (unsurprising considering
it is more or less /the/ implementation for Linux)

Read the RFCs. They're probably linked on the freeswan webpage.
Failing that, google.com is the answer.
