connections in /proc/net/ip_conntrack and see the connection in SYN_RECV
state.

I've reread the iptables tutorial and I don't think this is an iptables
problem - I suspect it's something else the kernel does, but I don't
know where else to look.  If someone can give me some clue where to try
then I would greatly appreciate it.
/proc/sys/net/ipv4/ip_forward is set to 1?
