Only the SIP (signaling traffic) or also the voice traffic (RTP traffic - you 
can see it with tcpdump)?
Take a short look at the priotitization in OpenWRT distribution.
It prioritizes on some "a little" bit different criteria.
Anyway, usually the SIP is udp
