Just lately, my /var/log/messages has been filling up with messages like
this:

I've also seen PROTOs 17 and 1.

Can anyone enlighten me as to what is going on?

Apparently this is a known problem with the 2.6.12 kernel, which is being addressed somewhere in 2.6.13. :Fix" it by turning off iptables debugging in the kernel.
