Thanks for the info. I only found this URL,

http://www.netfilter.org/patch-o-matic/pom-extra.html

which illustrates how to use ROUTE target and author's email address, but I still can't find the patch.

http://www.netfilter.org/patch-o-matic/ appears to be almost empty.

It's not part of the vanilla sources. To get the ROUTE target, you need to apply it from patch-o-matic. Check out http://www.netfilter.org/ for more information on that.
