Maybe it isn't really a frontend but our GPL bastion-firewall
firewall can generate iptables rules (even it generates a real
script you can use it as a standalone firewall) with config
files. It also creates graphical statistics with rrdtool and
it's integrated with the snort-inline IPS. You can download it
from http://www.bgsec.com or at the Sourceforge or rpmfind mirrors.
Don't know if this is what you are looking for.
