No rule to make target 'most-of-pom'

I am trying to get NETMAP functionality in my iptables.  I downloaded
the source for iptables and the kernel and untared it.  When I run:
make most-of-pom KERNEL_DIR =/usr/src/linuc-2.4.20-iptables I get the
folloing error.  make: *** No rule to make target 'most-of-pom'. Stop.

What does this mean and how do I get passed that.  Or if someone can
point me in the right direction to get NETMAP functionality for
iptables.
