[PATCH nf-next v3 15/18] netfilter: remove CONFIG_NF_CONNTRACK check from nf_conntrack_acct.h.

There is a superfluous `#if IS_ENABLED(CONFIG_NF_CONNTRACK)` check
wrapping some function declarations.  Remove it.
