[PATCH libnftnl] src: Use nftnl_buf to export XML/JSON rules

This completes the use of nftnl_buf and its auxiliary functions to
export XML/JSON rules.

Highly based on work from Shivani Bhardwaj <shivanib134@xxxxxxxxx>.
