Right, I overlook this:

        list_for_each_entry(set, &ctx->table->sets, list) {
                if (!(set->flags & NFT_SET_MAP) ||
                    set->dtype != NFT_DATA_VERDICT)
                        continue;

at the top of nf_tables_check_loops().
