The package is called linuxdoc-tools are available for debian, ubuntu, fedora,
mandriva, and it is called sgmltool in OpenSUSE.  Which "many linux
distributions" are you referring to?

I would support this move if there really was a dependency on tools which
are not available in current linux distributions.  However, given my quick
analysis, it seems available for all the major distributions.
