How set bitrate?

Trying to play an *.mp4 file, it jumps and the sound is very odd.  I think the bitrate for the sound is wrong.  How do I set it?

Output of 'file':

Don't think it's 128.0 kbit bitrate; did work out what it should be but have forgotten how - so it anybody knows ....

How set correct audio bitrate? I'm so incompetent that I can't work out how to reply to this forum, unless someone tells me, but thanks any help.
