It can.  It just doesn't.  That's how TWM works.  If you don't like it,
use another window manager.  There's literally hundreds to choose from. 
Just because twm happened to come with your computer, doesn't mean it's
at all a good idea to use it, for anything.  Particularly as you dislike
the way it places windows.

Gnome's percentage market share is in the low double digits, as is
KDE's.  Not everybody uses Gnome/KDE.  TWM, however, really does have
practically nobody using it.
