-bandwidth option being ignored, not utilizing available network bandwidth?

Just got home and was able to take a look at cpu usage, according to htop
it's only using about 18%. jnettop shows that the mplayer process is only
pulling down 330Kb/s of bandwidth even during the initial pre-caching before
playback even starts, and never goes above that during playback.
