Deinterlacing by scaling 0.5 and doubling fps

Hello,

I was wondering: when a film is recorded by a camera in 25 fps
interlaced, actually every other line is updated 50 times per second.

So, since I want to scale the film by 0.5 anyway, I could gain 50 fps on
the way. Gaining fps is valuable to me, as I am going to play the film
in slow motion.

So my question is, how can this be done using mplayer/mencoder?
