Who converts movie frame rate to video frame rate?

"Television frame rate", aka NTSC, is 29.97, or more precisely, 30000/1001.

The content is progressive NTSC FILM (23.976 or more precisely
24000/1001) and is telecined to 29.97fps NTSC.
