+ proc-make-proc-pid-limits-world-readable.patch added to -mm tree

The patch titled
     proc: make /proc/pid/limits world readable
has been added to the -mm tree.  Its filename is
     proc-make-proc-pid-limits-world-readable.patch

Before you just go and hit "reply", please:
   a) Consider who else should be cc'ed
   b) Prefer to cc a suitable mailing list as well
   c) Ideally: find the original patch on the mailing list and do a
      reply-to-all to that, adding suitable additional cc's

Subject: proc: make /proc/pid/limits world readable

Having the limits file world readable will ease the task of system
management on systems where root privileges might be restricted.

Having admin restricted with root priviledges, he/she could not check
other users process' limits.

Also it'd align with most of the /proc stat files.
