Subject: procfs: simplify conditional processing of fs/proc.o.
From: "Robert P. J. Day" <rpjday@xxxxxxxxxxxxxx>

Since the entire fs/proc directory is conditionally included based on
CONFIG_PROC_FS, it's redundant to check that same variable within that
directory.
