+ memcg-use-ifdef-for-mem_cgroup_is_obsolete.patch added to -mm tree

The patch titled
     memcg: use ifdef for mem_cgroup_is_obsolete()
has been added to the -mm tree.  Its filename is
     memcg-use-ifdef-for-mem_cgroup_is_obsolete.patch

Before you just go and hit "reply", please:
   a) Consider who else should be cc'ed
   b) Prefer to cc a suitable mailing list as well
   c) Ideally: find the original patch on the mailing list and do a
      reply-to-all to that, adding suitable additional cc's

When CONFIG_DEBUG_VM is disabled, I get the following warning:

  mm/memcontrol.c:318: warning: `mem_cgroup_is_obsolete' defined but not
  used

Fix that up by wrapping mem_cgroup_is_obsolete() in an ifdef.
