Subject: page allocator: move free_page_mlock() to page_alloc.c
From: KOSAKI Motohiro <kosaki.motohiro@xxxxxxxxxxxxxx>

Currently, free_page_mlock() is only called from page_alloc.c. Thus, we
can move it to page_alloc.c.
