cgroups: clean up Kconfig
has been removed from the -mm tree. Its filename was
cgroups-clean-up-kconfig.patch
This patch was dropped because it was merged into mainline or a subsystem tree

- move MM_OWNER to the bottom for better menu indent
- fix typos
