Subject: lib: add ascii hex helper functions
From: Harvey Harrison <harvey.harrison@xxxxxxxxx>

Everyone rolls their own version around the tree, centralize in lib/hexdump.c.
Move the only existing users of hex_asc over to the hi/lo helpers.
