- restore-missing-sysfs-max_cstate-attr.patch removed from -mm tree

The patch titled
     restore missing sysfs max_cstate attr
has been removed from the -mm tree.  Its filename was
     restore-missing-sysfs-max_cstate-attr.patch

This patch was dropped because it is obsolete
