- empeg-clean-up-and-handle-speeds.patch removed from -mm tree

The patch titled
     empeg: clean up and handle speeds
has been removed from the -mm tree.  Its filename was
     empeg-clean-up-and-handle-speeds.patch

This patch was dropped because it was merged into mainline or a subsystem tree

The empeg is pretty fixed. Tidy up the long foo->bar->baz stuff and
encode the fixed speed properly.
