- ark3116-update-termios-handling.patch removed from -mm tree

The patch titled
     ark3116: update termios handling
has been removed from the -mm tree.  Its filename was
     ark3116-update-termios-handling.patch

This patch was dropped because it was merged into mainline or a subsystem tree

- Set the i/ospeed in the initial termios properly

- Use the tty_encode_baud_rate functions to report resulting rates properly
