- fat-new-export-ops.patch removed from -mm tree

The patch titled
     fat: new export ops
has been removed from the -mm tree.  Its filename was
     fat-new-export-ops.patch

This patch was dropped because it was merged into mainline or a subsystem tree

Very little changes here, fat had a mostly no op decode_fh before and does not
store any parent information.
