- atomic_opstxt-mention-local_t.patch removed from -mm tree

The patch titled
     atomic_ops.txt: mention local_t
has been removed from the -mm tree.  Its filename was
     atomic_opstxt-mention-local_t.patch

This patch was dropped because it was merged into mainline or a subsystem tree
