- sky2-dont-restrict-config-space-access.patch removed from -mm tree

The patch titled
     sky2: dont restrict config space access
has been removed from the -mm tree.  Its filename was
     sky2-dont-restrict-config-space-access.patch

This patch was dropped because it was merged into mainline or a subsystem tree

Take out the code that protects driver from accessing the PCI config space. 
We are old enough to run with scissors now.
