- x86_64-block-irq-balancing-for-timer.patch removed from -mm tree

The patch titled
     x86_64: block irq balancing for timer
has been removed from the -mm tree.  Its filename was
     x86_64-block-irq-balancing-for-timer.patch

This patch was dropped because it was merged into mainline or a subsystem tree

Disable irq balancing on IRQ0.  Several SIS chipsets lock up when you try to
change affinity of IRQ #0.
