The patch titled
     i386: no need to make enable_cpu_hotplug a variable
has been removed from the -mm tree.  Its filename was
     i386-no-need-to-make-enable_cpu_hotplug-a-variable.patch

This patch was dropped because it was merged into mainline or a subsystem tree

As long as there's no write access to this variable there's no reason to let
gcc check it at runtime.
