- adjust-nosmp-handling.patch removed from -mm tree

The patch titled
     adjust nosmp handling
has been removed from the -mm tree.  Its filename was
     adjust-nosmp-handling.patch

This patch was dropped because it was merged into mainline or a subsystem tree

Especially when !CONFIG_HOTPLUG_CPU, avoid needlessy allocating resources for
CPUs that can never become available.
